SEBoK Governance Structures, Distilled

Fifth-batch SEBoK distillation, batch 3/5, doc 8 of 8 (final). SEBoK has no standalone Governance Structures or Governance page (404 on prompt-named URL). The discipline lives concentrated at Systems of Systems (SoS) with surrounding host-pages (Enterprise Systems Engineering SE-178 carrier, SoS Governance per §VII.6 listed as SE-095 distributed-instrument) supplying complementary aspects. Leadership: organizations rely on "influence and incentives" rather than "structured control normally present in SE of systems." SE-152 anchored ascending-management vertical-composition; SE-179 anchored descending-architectural; SE-183 anchors governance-execution. Governance composes above execution as a distinct rung-stack: governance-rung specifies what gets done (purposes, agreements, authority structures), execution-rung does it (constituent-system operation, integration). The four SoS types are four governance-execution coupling-strengths: Directed (tight: governance subordinates execution), Acknowledged (mid: governance has manager-authority, execution retains ownership), Collaborative (loose: governance is voluntary-agreement, execution is autonomous-with-cooperation), Virtual (absent: no governance, only emergent execution). Cluster A (universal-sibling lattice, Doc 572 Appendix D / D.5) SoS-type ordinal-axis lattice with governance-coupling-strength interpretation. The four SoS types (Directed, Acknowledged, Collaborative, Virtual) are universal-sibling-with-ordinal-axis at the SoS-type rung; the ordinal axis is governance-execution coupling-strength (Directed = max-coupling, Virtual = min-coupling). Convergent with SE-071 SoS reading and SE-039 §VII.7 universal-sibling-with-ordinal-axis sixth load-bearing instance. Cluster A density continues; the ordinal-axis sub-form gains a governance-coupling interpretation at SoS rung.

Cluster B (multi-keeper composition, Doc 604) emergent-only fourth rule consolidated; chronic-but-stable incomplete reconciliation extends. Virtual-SoS ("lacks central management authority and centrally agreed upon purpose") is the canonical emergent-only fourth-rule instance (Doc 604 already-formalized at §VII.6 Docs 637, 684; SE-183 is third confirming instance). Collaborative-SoS ("predominance of SoS exist in collaborative and virtual types") is chronic-but-stable incomplete reconciliation (Doc 604 §XI per §VII.6, four prior instances Docs 635, 665, 668, 669); SE-183 is fifth confirming instance. The SoS taxonomy is structurally a teaching-cluster of Doc 604's full composition-rule-set: Directed = subordination-by-domain, Acknowledged = coordination-by-rung, Collaborative = chronic-but-stable, Virtual = emergent-only. Cluster J D8 (internal-migration, SE-039 §VII.6/§VII.7) D8-near-D7 sub-mode third instance. SE-180 (behavior-modeling at LAMD), SE-182 (communication-and-coordination at Team Capability) named/promoted D8-near-D7; SE-183 (governance-structures at Systems of Systems) is the third instance. Leadership in SoS operates through "influence and incentives" rather than "structured control"; decision-making operates "without explicit agreements." This is V3-as-procedure-binding under-strength (per §VII.6 V3-as-procedure-binding): the procedure is structurally insufficient at SoS scale, so virtue-constraint operates more directly without the procedural-binding apparatus. Convergent inversion of SE-108 Safety's "the procedure exists because virtue is structurally insufficient at safety stakes": at SoS scale, the procedure is also structurally insufficient, but the response is not procedural-strengthening (impossible without central authority) but virtue-directed influence-and-incentives. Vertical-composition can now be formalized as a full Cluster B sub-form distinct from horizontal multi-keeper, with three rung-type sub-instances anchored.

Doc 604 single-page teaching-cluster observation. The SoS page maps four SoS types to four Doc 604 composition rules cleanly: Directed = subordination-by-domain, Acknowledged = coordination-by-rung, Collaborative = chronic-but-stable, Virtual = emergent-only. This is the cleanest Doc 604 teaching-cluster on a single SEBoK page yet observed. Worth flagging when Doc 604 next formalizes: the SoS page is the canonical teaching-instance of Doc 604's rule-set.

Cluster H three-way discipline-distinction novelty. Prior instances were single-axis (HFE-vs-HSI, ESE-vs-traditional-SE, behavioral-vs-functional); SE-183's governance-vs-management-vs-execution is the first three-way. Cluster H sub-form formalization should accommodate three-way distinctions in addition to single-axis.

VI. Provisional Refinements

Vertical-composition (SE-039 §VII.7 #2) triple-anchored, formalization-strong. Three structurally distinct rung-type instances (SE-152 management, SE-179 architectural, SE-183 governance-execution); Doc 604 next refinement round should formalize as a full Cluster B sub-form with three rung-type sub-instances.

D8-near-D7 sub-mode formalization-strong. Three instances now (SE-180, 182, 183); SE-039 §VII.7 next refinement round should formalize as fifth dispersion-mode in the four-mode taxonomy.

Cluster B SoS-page single-page Doc 604 teaching-cluster. Four-rule mapping (Directed/Acknowledged/Collaborative/Virtual ↔ subordination-by-domain/coordination-by-rung/chronic-but-stable/emergent-only) makes the SoS page the canonical teaching-instance. Doc 604 formalization should cite as anchor teaching-cluster.

Cluster H three-way discipline-distinction sub-sub-form. SE-183 governance-vs-management-vs-execution is the first three-way native-articulation; sub-form formalization should accommodate. Combined with SE-180 formalization-readiness, SE-181 pitfall-cluster polarity, Cluster H next refinement round will be substantial.

Cluster K seventh V3 sub-mode: virtue-directed-without-procedural-binding. SoS leadership through influence-and-incentives without structured-control. Distinct from the six prior sub-modes (bias-mitigation, lifecycle-tracking, formalization-consistency, claim-binding, rating-binding, constraint-throughout-binding) by being the V3 mode where procedural-binding is structurally absent and virtue operates directly. Cluster K saturation continues; cluster-level synthesis (Doc 314 successor) is critically overdue.
