Cluster A (universal-sibling lattice, Doc 572 Appendix D), two-axis sub-form (SE-039 §VII.6 from SE-082). Two co-located lattices stress-test the two-axis universal-sibling candidate at competency rung. Axis-1: competency dimensions (technical, professional, leadership) — SE-033 universal-sibling, three-axis. Axis-2: proficiency levels (awareness → supervised practitioner → practitioner → lead practitioner → expert, per INCOSE Competency Framework) — Doc 572 Appendix D.5 ordinal sub-form. Two-axis = dimension × level, with each cell representing a distinct assessable state. SE-082 introduced two-axis universal-sibling (stakeholder roles × lifecycle-stages); SE-157 confirms at competency rung. SE-039 §VII.6 candidate is now formalization-ready at multiple instances.
Cluster B (multi-keeper composition, Doc 604), three-scale sub-form (SE-039 §VII.6 from SE-115). Assessment occurs at three scales: individual (Assessing Individuals), team (Team Capability), enterprise (Enterprise Capability Management). SE-115's three-scale sub-form (intra-organization / inter-organization / federated) is structurally analogous: competency assessment is intra-organization (individual within team within enterprise). The three-scale sub-form gains a third instance after SE-115 Logistics and SE-152 PfM — formalization-ready.
Cluster D (co-production at sub-rungs, Doc 573). Competency assessment is co-produced: the assessor-keeper supplies the rubric (rung-2 affordance); the assessee-substrate supplies performance evidence (rung-1). Neither alone produces the competency rating.
Cluster G (SIPE, Doc 541), assessment-substrate rung instance (SE-039 §VII.6 SE-104 prior). Competency assessment is itself a structurally-insulated practice — the assessment regime carries its own coherence independent of any single assessor or assessee. SE-104 already supplied the assessment-substrate Cluster G instance; SE-157 is a second instance, confirming the rung.
Cluster K (virtue constraints, Doc 314 §9.5), V3 stress-test. Competency assessment is V3-as-procedure-binding: the discipline exists because individual judgment about "is this practitioner competent" is structurally insufficient at organizational scale; the assessment procedure binds the rating. Fifth V3 sub-mode candidate (after bias-mitigation, lifecycle-tracking, formalization-consistency, claim-binding from SE-156): rating-binding. V3-as-procedure-binding now spans five sub-modes.
Cluster H (hypostatic boundary, Doc 372). Competency describes what practitioners do; the discipline does not claim what they ARE. SE-033 already noted this; SE-157 confirms.
