C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) extends C2 (Command and Control) by adding the computing/information-collection layers required for modern networked warfighting. SEBoK does not give C4ISR a dedicated knowledge-area page; the term enters SEBoK through the Acronyms listing and through Part 7 case studies (SWFTS, geospatial/geodetic engineering applications). The SWFTS case study describes the US Navy submarine combat system as a federation of C4ISR-class systems (sonar, combat control, imaging, electronic warfare, weapon control, networked via VLANs) deployed across submarine classes (Los Angeles, Ohio, Seawolf, Virginia, Collins, Columbia). SWFTS's "40 component systems from 20 program offices, no central authority, governance through negotiation and consensus" is the densest multi-keeper case observed in SEBoK to date — twenty independent program-office keepers composing one operational federation. Prior multi-keeper cases (Docs 588, 595, 600, 602, 603, capping at HSI eight-keeper) are exceeded.
Cluster D (co-production, Doc 573). The SWFTS federation is co-produced across twenty program-office keepers; no single keeper authors the federation's behavior. Co-production at federated-program rung.
Cluster I (pin-art / temporal-concurrency, Doc 572 Appendix C). The annual baseline rhythm (hardware odd years, software even years) is canonical pin-art at the program-tempo rung — two release cadences interleaved on a temporal axis. Cluster I gains a program-tempo instance.
Cluster E (institutional ground, Doc 571). SWFTS lives in the US Navy submarine institutional ground; the federation's governance-by-consensus emerges from defense-acquisition institutional context. Cluster E binds.

V. Residuals
No dedicated C4ISR page (structural surprise). SEBoK does not formalize C4ISR as a knowledge area despite it being one of the canonical complex-system domains for SE practice. The corpus notes this as a SEBoK editorial gap rather than a corpus residual. C4ISR-specific structure (the seven letters, the federation pattern, the joint-information architecture frameworks DoDAF/MODAF) lives implicitly in case studies and adjacent pages (System of Systems, Capability Engineering).
Multi-keeper at twenty exceeds prior canonical maximum. HSI's eight-keeper integrator-plus-SMEs case was previously canonical for Cluster B density. SWFTS's twenty-program-office case exceeds it by 2.5x and operates without central authority. Cluster B synthesis (Doc 510 multi-keeper extension) should treat SWFTS as the new density anchor.
VI. Provisional Refinements
Cluster B density anchor moves to SWFTS. The Doc 510 multi-keeper composition extension (cluster strength five at SE-038 close) should now treat SWFTS as the no-central-authority extreme-density worked example. The HSI integrator-plus-seven-SME case retains the with-central-coordinator slot; SWFTS occupies the without-central-authority slot. Both are needed for the cluster's range.
SEBoK editorial-gap noted (does not block sixteen formalized refinements). The absence of a dedicated C4ISR page is an editorial observation about SEBoK's coverage; it does not affect the alignment with the SE-039 §VII.6 sixteen formalized refinements.
