SEBoK Tradeoff Analysis and Decision Making, Distilled

Third-batch sweep, batch 3 doc 1. Tradeoff Analysis and Decision Making names the SEBoK locus that fans across Decision Management, System Analysis, and Analysis and Selection between Alternative Solutions. The locus carries the densest worked example of V3-as-procedure-binding (Doc 314 §9.5 / SE-039 §VII.5 candidate refinement): the ten-step trade-study procedure plus the cognitive-bias mitigations (Independent Technical Authority, Crew Resource Management, Premortem) read as a procedure that conforms to V3 (Right Reason) by binding choice to traceable objective scoring rather than by leaving conformance to keeper virtue alone. MODA's additive value model, swing-weight matrix, and five-dimension stakeholder value assessment are universal-sibling lattice (Doc 572 Appendix D) at the value-decomposition rung. Premortem at step 7 is canonical Doc 445 Refinement C forward-pulverization. Six corpus forms compose; one V3-binding refinement candidate strengthened.

Decision Management provides "a structured, analytical framework for objectively identifying, characterizing and evaluating a set of alternatives" (ISO/IEC/IEEE 15288). The trade study is the primary mechanism. Ten sequential steps: (1) framing and tailoring, (2) developing objectives and measures, (3) generating creative alternatives, (4) deterministic analysis, (5) synthesizing results, (6) probabilistic analysis, (7) risk and sensitivity analysis, (8) improving alternatives, (9) communicating tradeoffs, (10) presenting recommendations. Multi-Objective Decision Analysis (MODA) uses an additive value model with value functions mapping measures to a 0-100 scale, a swing-weight matrix prioritizing objectives by importance and range, and stakeholder value assessment across five dimensions: cost, performance, risk, growth, sustainment. Cognitive-bias mitigations: Independent Technical Authority, Crew Resource Management, Premortem method. System Analysis frames trade-off studies along three pillars: effectiveness, cost, technical risk. Hierarchical multi-criteria decomposition is recommended when criteria exceed ten. Analysis and Selection emphasizes iterative coupling of problem understanding and solution development, sensitivity analysis, and the management of subjective criteria and analyst bias.

III. Structural Read

Cluster A (universal-sibling lattice, Doc 572 Appendix D). MODA's five-dimension stakeholder value assessment (cost, performance, risk, growth, sustainment) is universal-sibling: each dimension binds every alternative aspect-wise. The three-pillar framing in System Analysis (effectiveness, cost, technical risk) is a coarser lattice on the same rung. Cluster A membership extends; the relation between the three-pillar and five-dimension partitions is the empirical-partition / universal-structure pattern SE-039 §VII.5 names from SE-046 (boundaries lack precision; overlaps exist; the lattice structure is not contested by partition variation).

Cluster K (virtue constraints / V3 worked example, Doc 314 §9.5; refinement candidate V3-as-procedure-binding from SE-039 §VII.5). The ten-step procedure plus the three bias-mitigation devices read as procedure-shaped V3 conformance: the keeper does not rely on private virtue to choose well; the procedure binds the choice to traceable scoring, surfaced uncertainty, and adversarial review. Independent Technical Authority is V3 institutionalized as external check. Crew Resource Management is V3 distributed across the team's communication protocols. Premortem is V3 against optimism bias. Cluster K membership extends to a fifth instance after Hubble (Doc 580), Decision Management (SE-036), Reformulation Methodology (Doc 583), System Requirements Definition (SE-078). The V3-as-procedure-binding refinement from SE-039 §VII.5 is strengthened: this fan of three pages is the densest articulation in SEBoK of how a procedure binds reason rather than appealing to it.

Cluster F (pulverization, Doc 445 Refinement C, forward). Step 7 (risk and sensitivity analysis) and the Premortem mitigation are explicit forward-pulverization. The premortem device is the canonical forward-pulverization instrument: trusted experts present counterarguments before the decision is taken. Cluster F forward-pulverization confirmed at this fan in addition to the three pages (Risk Management, Decision Management, Lean SE) named in SE-039 §VII.5.

Cluster D (co-production at sub-rungs, Doc 573). Trade studies are co-produced: domain experts assess alternatives within their domains; the decision-maker integrates the assessments. The page states the decomposition is "to allow experts to assess alternatives within their domains" while "helping decision-makers work within cognitive limits." This is sub-rung co-production with explicit cognitive-load justification, sharper than most Cluster D cases.

Cluster B (multi-keeper composition, Doc 604). The decision-maker plus n domain experts is multi-keeper composition with reconciliation rule = MODA aggregation. SE-039 §VII.5 noted Cluster B at this locus as the surface that SE-036 had folded into D; this distillation reads it explicitly as B.

Cluster H (hypostatic boundary, Doc 372). The 0-100 value scale and the additive value model are functional artifacts. Doc 372 binds: the scores represent stakeholder preferences, not ontological measures of the alternatives' worth. The page acknowledges this implicitly through the warnings about subjectivity, scale precision, and reproducibility.

Cluster J (affordance gap, Doc 530). The Premortem and Independent Technical Authority devices supply rung-2 affordance to a decision-maker who otherwise operates under cognitive bias at rung-1. The page is explicit that "human decision-making is subject to systematic distortions" and that the mitigations are external, structurally independent supports.

No structural residuals. The fan of three pages (Decision Management, System Analysis, Analysis and Selection) is read coherently as one locus. The empirical-partition / universal-structure pattern is observed sharply at this fan: three pages each name a different partition of the same value-decomposition rung; the lattice is not contested.

VI. Provisional Refinements

V3-as-procedure-binding (SE-039 §VII.5 candidate, Doc 314 §9.5 strengthening) reaches a fifth and strongest instance. The ten-step procedure plus the three institutional mitigations is the densest articulation in SEBoK of V3 conformance achieved through procedure rather than through keeper virtue. Doc 314 §9.5's worked-example framing is now under-strength; the procedure-binding reading is structurally cleaner. Strong support for formalization in the next refinements round.

Cluster A empirical-partition / universal-structure (SE-039 §VII.5, SE-046 anchor). The three-pillar / five-dimension co-presence at this fan is a second clean instance of the pattern. Strengthens the candidate canonical worked example for Doc 572 Appendix D.

Cluster B (multi-keeper) at decision-maker plus domain-experts rung. Adds an instance to the post-sweep Cluster B count of ~9; reconciliation rule = MODA aggregation is a structurally precise composition rule, complementing the four SoS-type rules from SE-071.
